
Transitional Program of Instruction
Transitional Program of Instruction (TPI) services are provided for English Learners (ELs) in accordance with Illinois State Board of Education (ISBE) requirements and Article 14C of the Illinois School Code. A TPI program is implemented when fewer than 20 students who qualify for English learner services speak the same home language at an attendance center. The program supports students’ development of English language proficiency while ensuring access to grade-level academic content.
TPI services are typically delivered through English Language Development (ELD) instruction and collaborative instructional supports within the general education setting. Depending on student needs, support may include co-teaching, sheltered instruction, small-group instruction, consultation between teachers, and other language supports designed to help students meaningfully participate in academic learning while developing proficiency in English.

Exit Procedures
Students remain eligible for English learner services until they meet the Illinois State Board of Education’s English language proficiency criteria for program exit.
Other Services
Students with disabilities receive services aligned to the goals and accommodations identified in their Individualized Education Program (IEP). Students eligible for the Academically Gifted and Talented program in D15 are also provided appropriate EL support.
