
Transitional Bilingual Education for Languages other than Spanish
Transitional Bilingual Education (TBE) services are provided for English Learners (ELs) in accordance with Illinois State Board of Education (ISBE) requirements. Per Illinois state regulations, a TBE program must be established at any attendance center where 20 or more students who qualify for English learner services speak the same home language. The TBE program supports students’ development of English language proficiency while ensuring access to grade-level academic content.
District 15 currently offers TBE programs in:
- Japanese
- Russian
- Tamil
- Telugu
- Ukrainian
Because enrollment numbers for language groups may vary by school and grade level, services may be provided through a collaborative instructional model. Depending on student needs, support may include a Designated English Language Development (ELD) time, integrated services, and/or newcomer support for students who recently arrived in the US. Native language and instructional supports are designed to help students participate meaningfully in academic learning while developing proficiency in English.

Exit Procedures
Students remain eligible for TBE programming and English learner services until they meet the Illinois State Board of Education’s English language proficiency criteria for program exit.
Other Services
Students with disabilities receive EL and bilingual services aligned to the goals and accommodations identified in their Individualized Education Program (IEP).
