Spanish Transitional Bilingual Education

Spanish Transitional Bilingual Education (TBE) is provided for Spanish-speaking English Learners (ELs) in accordance with Illinois State Board of Education (ISBE) requirements. The program uses Spanish and English instruction to support students’ access to grade-level content while developing English language proficiency. Instruction includes bilingual content instruction, English Language Development (ELD), and native language support to ensure meaningful participation in academic learning.

English Language Development (ELD) instruction is provided daily and increases across grade levels as students develop greater proficiency in English. In the elementary grades, students receive bilingual instruction in core content areas, with increasing amounts of instruction delivered in English over time. At the middle school level, students continue to receive language and academic support through bilingual services and Spanish for Native Speakers coursework.

Instructional Goals

  • Develop English language proficiency
  • Support academic achievement and grade-level success
  • Promote bilingualism and biliteracy

Exit Procedures

Students remain eligible for bilingual and English learner services until they meet the Illinois State Board of Education’s English language proficiency criteria for program exit.

Other Services

Students with disabilities receive services aligned to the goals and accommodations identified in their Individualized Education Program (IEP).
